build cws_srx644_ooo20030223 on win ME Hebrew enbaled, with CTL support
enabled
in the settings:
When the user details are in Hebrew, and writing a HTML file, the META
NAME="AUTHOR" and META NAME="CHANGEDBY" are incorrectly question marks.

To repro:
* make sure you enabled ctl support in the prefrences
* set the user detailes (name etc.) to Hebrew
* Create a new HTML document in the editor, with Hebrew. Save
* open the saved HTML in a text editor, and see the question marks in the
meta
fileds.
