Just type it in, like you do in any other application. If you can generate the NIKUD from the keyboard, you can enter it in OO.
I tried it in Windows and it works. The way to type it depends on your keyboard configuration. I think the default on Windows is to use caps-lock and then the NIKUD is in the numbers row, perhaps with a shift. I use a different keyboad layout that makes it easier to type NIKUD, see http://www.tau.ac.il/~stoledo/Tools/Keyboards/ I also tried it on the mac. I could enter the nikud but it didn't show up correctly as it does in Windows. I think it's related to the fact that OO on the mac uses X11.
