It sounds like you didn't set the paragraph as Right to Left.
To do so:
* First, make sure that you turn on the Hebrew support in Neooffice.

If you have set your locale to a Hebrew local as shown in the link
above, all new documents will be Right to Left by default.
You can always change the direction of a paragraph using the "Right to
left" and "left to Right" toolbar buttons (they will be added to the
toolbar once you turn on the Hebrew support).
