This particular case (HebrewLetter+HyphenMinus+Digit) is probably the most common bidi issue for both text entry and importing. It will be fixed by updating OpenOffice's bidi properties to comply with Unicode 4.01 (http://www.openoffice.org/issues/show_bug.cgi?id=33903). This bug is unfixed and targeted "OOo Later", which I think is a grave error. The current situation causes a buildup of broken documents where people typed "ה20-" instead of "ה-20" to produce the desired rendering (no, sorry, no one uses RLM). When the bug is fixed, which eventually it must be, almost every Hebrew document written under OpenOffice will be broken. Many of us remember the "joy" when Microsoft had exactly this issue in Office, so it strikes me as odd that OpenOffice.org is going the same painful route. The only way to minimize the damage is to fix this ASAP. I would go as far as suggesting that the Hebrew OOo should fix this even if mainline keeps ignoring the current Unicode standard.
