Hi Yitzchak,
I use the TKOS version of OOo 2.0.1 with the English language pack, and
I don't have a problem. I always get the English interface, and the
default direction in Impress follows the LC_CTYPE: RTL if it's "he_IL" ,
and LTR if it's "en-US". (In Writer and Calc the direction is always RTL
by default, but that's only because the TKOS version includes default
RTL templates for Writer and Calc. )

I found that, at least in previous versions, OOo got
hopelessly confused with these settings. The only
way to work was to use either both equal en_US -
to get OOo with the English user interface - or both
equal he_IL - to get the Hebrew user interface.
So users who need your locale settings must
create a special launcher for OOo apps that run
OOo in a modified locale. Yuck. This gets trashed
every time Debian updates anything.
There was a thread about that problem on this list
a while ago.
Is this bug fixed now, at least partially?
