I'm using Appia 3.1 with Sequoia 2.7 without communication problems. I'll test Appia with Sequoia 2.8 ASAP to give you some feedback.

By taking a look on the output of the controllers, I can see that they exchange messages and join the group. The thousands of messages that you see on the 2nd controller is the token message of the total order protocol. It is normal and is just a short token that one member gives to the other because it does not have any messages to send. So, it seems that Appia is running normally. The issue can be on the binding between Appia and Hedera or on Sequoia.

Does the 1st controller also outputs the token messages?
Is the virtual database configuration compatible with the other controller?

I'll give you some feedback as soon as I test Appia with 2.8.
