Add a callback which should be triggered when we suspect that there has been a
network partition from which the network has recovered but not the group
communication layer.
This means that one or more members of the same group are not aware of each
other, thus acting independently. Such a behavior will cause inconsistencies in
a data replication scenario.
If the group communication layer cannot recover by itself from the network
partition it shoud notify the upper layers through this callback.
