I don't have the details here (I'm on a train now), but I believe that the 
conversion to UTF-16 in mkfat.py is not correct. It is definitively not correct 
with respect to the infamous surrogate pairs (it assumes the common, but 
nevertheless false assumption that UTF-16 is a fixed-width encoding), but it is 
probably also entirely wrong and working just accidentally for the ASCII 
characters.

I have already started a rewrite of this functionality in my private branch, 
I'll give it a priority boost.
