In my opinion, the interpretation is that the *submitted* code has to
reflect the state of your work before the deadline.
It does not mean that you cannot commit any more. You just have to
submit *only* the code that you wrote *before* the deadline.

As is written in the FAQ in [1], if you continue your work, you can
point to it in your README file. If you continue improving your
driver, state in your README that the submitted code reflects state of
the repository at the time of the deadline (together with the revision
number).
