In my opinion, the interpretation is that the *submitted* code has to reflect the state of your work before the deadline. It does not mean that you cannot commit any more. You just have to submit *only* the code that you wrote *before* the deadline.
As is written in the FAQ in [1], if you continue your work, you can point to it in your README file.
