In virtual manager i have used the network interfaces tab and allocated
ip and netmask like above  using NAT option.

No, NAT connection as-is won't allow you to access any network service running in the guest operating system from the host operating system. You really need to setup a bridged networking connection to you guest VM or setup individual port forwarding (from the guest to the host), as it is described on our wiki.

Please follow the instructions step-by-step (ideally using genuine QEMU under Linux), in order to make sure you are not doing anything wrong or missing any important steps and that you actually understand what each step does. Then try to adapt the steps to your specific configuration.

In any case, having someone who actually understands how to configure advanced networking physically by your side might be helpful. Please understand that most of us don't even run Windows and it is really hard to give you any specific advice over the email. You'll have to figure it out yourself.
