For the simplest - and today virtually only one used - scenario, where there is single viewport "identical" with the physical monitor, such restriction would effectively limit the mouse to the screen. For more complex scenario, it would at least ensure that the mouse does not stray too far away. Not talking about the advantage that having the boundary allows you to put buttons there (such as main menu etc.) and you know that they will be easily reachable.
