You may look for some hints about the other CPUs on the serial console (if applicable) or the output of kconsole (there you should be able to scroll using the keyboard) or cat /log/kernel. Maybe the UEFI systems need some changes for SMP boot, similar to how ACPI systems needed a different SMP config method from the basic Multi Processor Specification one.
