What do you mean by "limited in their number of process"? cfengine uses
a client-initiated (pull-based) architecture. For a good summary of that

You are going to need to run some processes on the client, whether they
are spawned by cfexecd (the persistent daemon that cfengine provides and
most people use), cron, or a human.
