Yes, only one owner and group can be *set*, but Cfengine allows you to
specify a list of *valid* owners and groups.
For example, valid owners may be "bob", "john" and "alice", and
promise is kept if one of these is the owner.
However, if none of them are owners, the first ("bob" in this case)
will be set as the owner.
It's all in the manual.
