My tests show that the package_policy => "update" does not install package when it doesn't exist. As for me, it seems to be a bug. Perhaps, I've missed something? Also, lack of classes and action in packages: promises makes it impossible to schedule package update check for longer period and not to try and perform further actions unless the package is installed.
