Very little work has gone into cf-runagent because it is mainly used for testing. The bottom line is that if you have 200 machines, it is quicker to wait < 5mins for cfengine to run on its regular schedule than it would be to setup and get cf-runagent to signal each machine. That doesn't excuse the half-finished code of course.
