Subject: How to make a policy server watch a subversion server for changes?

I just set up a policy server based on Neil's tutorial at watson-wilson.com. I 
want to have all my input files in version control on a separate server, call 
it "cfenginesvn." I want the policy server to watch for new versions of 
cfengine files on the svn server, and pull them down to  
/var/cf-masterfiles/config/branches/cf3/inputs (which if I understand the 
tutorial configuration correctly, is where the policy server's update.cf looks 
for changes.) My objective is to get in the habit of version control right from 
the start, and I want the base tutorial files to be the initial import into 
svn. How do I accomplish automated scanning for version changes on the svn 
server from the policy server? Or perhaps the more important question is, am I 
biting off too much to start with? Thanks in advance.
