Jorge,

"Promises observed to be kept" refers to promises for which nothing had to be 
done, since they were already in the desired state. For example:

files:
  "/some/file"
       create => "true";

If /some/file already exists, then the promise is considered to be kept 
already, so no repair action needs to be taken.
