I think its definitely 300 minutes, not seconds. 
I ran cf-agent (working on some edit_lines rules), I get this:

community> Reference time set to Sat Feb  5 11:13:44 2011
community> Cfengine - 3.1.4 Copyright (C) Cfengine AS 2008,2010-
.....
community>  XX Nothing promised here [lock.config_etc_syslog.delete_lines.-nyp] 
(8/300 minutes elapsed)

then again a couple hours later:
community> Reference time set to Sat Feb  5 14:03:24 2011
community> Cfengine - 3.1.4 Copyright (C) Cfengine AS 2008,2010-
....
community>  XX Nothing promised here [lock.config_etc_syslog.delete_lines.-nyp] 
(167/300 minutes elapsed)

And the problem is it's not updating the file.

It is only hard coded on some internal locks for 300 seconds. You should
not need to change these.
