There is an overlap in configuration management and monitoring but there is 
also a difference.  Monitoring reports trouble.  Configuration management 
prevents it.  If Cfengine is configured to extensively configure our cups 
service we can be reasonably sure that it is working or will be repaired in 
short order.  The more extensive the policy the more likely this is.

There are still instances where our service can be effectively down.  A well 
configured host can still have external network or service issues.  Cfengine 
can offer help by ensuring dependent hosts and services are also configured 
correctly.  Again the more extensive the policies the more reliable the system.

The last issue are nodes that Cfengine cannot control.  Network gear, SAN's and 
other appliances do not or cannot run Cfengine.  For these we must resort to 
monitoring.  I say resort because monitoring is a reactive activity.  We wait 
for something to break and then flag alerts for repair.  This is a necessary 
activity but one that should be minimized as much as possible.  Cfengine can 
use modules to do extensive monitoring.  Monitoring software can be configured 
to trigger Cfengine to run out of schedule when it detects trouble.
