Cfengine is a very powerful and fairly low-level language. So it can edit files and run commands -- which could be used to manage users. I've got something up at http://www.verticalsysadmin.com/cfengine/shared-configs-index.html it's not a basic cookbook, but rather an index of Cfengine configs that people have shared and I have listed. Let me know if you'd like me to add anything to the list. This is an interim solution until Cfengine the company puts up something prettier and more sophisticated.
