You could maybe look at the Special Topics Guide on "Scale and Scalability" (pun intended). It is not complete yet, but it explains how many parallel threads you are likely to be able to support on a server, and helps you to think about how much density of traffic you want coming into a server at any given moment.
There are very many variables that make a simple formula difficult to recommend. Somewhere in one of the manuals there is a simple rule of thumb, but I recommend reading the scaling guide.
