Editing promises perform the edit in RAM during each invocation of cf-agent. If the resulting file in RAM does not match the target file on disk then the target file is overwritten. For your existing bundle what does cf-promises return. I expect it might be labeled non convergent. The promise will delete the lines and then insert them right afterward.
