After a night of thinking about this I will return to amend some of my comments: Promises can accomplish more than one thing of course, so that part of my argument is not fantastic. There seems to be nothing wrong with a file promise that copies a file and sets it's permissions and owner, but this is more of a desired state. Is that really different than returning output from a command and placing it in a file? I don't know. Also... performance is a discretionary thing (I might not care about it unless it inhibits more important system functions) so I can see that enabling such a feature could go either way.
