Subject: 2.1.21 to 2.2.10 upgrade, "Main Tree Sched" not run

Greetings,
We've recently upgraded our Cfengine binaries from 2.1.21 to 2.2.10, and have
not modified our input files.
Under 2.1.21, running "cfagent -vKq" we'd observe the Update context being run
with status messages:

*********************************************************************
then see {processes, tidy} under the Update context.
We then see the context state switched to Main, and the following status output:

Main Tree Sched: disks pass 1 @ Thu Oct 13 11:21:11 2011
*********************************************************************
followed by {disable, packages, copy, files, editfiles, links, tidy,
shellcommands, processes} actions run for "Main Tree Sched" pass 1,2,3.
Now under 2.2.10, we see the identical behavior for the Update context. We then
see the context state switched to Main:

and then cfagent.conf parsed, and all of our file import definitions processed.
However, none of the "Main Tree Sched" actions are ever run, so none of our
input for the Main context is ever executed.
Is this a syntax or behavior change between the 2.1.x and 2.2.x series. At
first look of the Changelog for 2.1 -> 2.2 I didn't find anything. Still
looking however.
Any assistance is greatly appreciated.
