Choosing the best tool for the job is an environment dependent decision, I think. CFEngine brings predictability to most approaches either by direct action or as a wrapper, and documenting intentions in CFEngine is always desirable. For services take a look at: http://cfengine.com/manuals/cf3-solutions.html#Service-management-_0028linux_0029 NIS and LDAP apply to non-system accounts. No opinion there about how you manage these, but CFEngine would then be used to ensure the correct integration of these services into the end hosts. Root account and special system accounts that should not have a network dependence (e.g. if net goes down and console login required) can be handled by password editing. Same thing with /etc/hosts etc. There are lots of possibilities, and that's why we speak of "policy" rather than "best practice".
