Finding the right semantics for a random number generator is always a tricky matter. Often the behaviour you want depends on the use-case, If you think it is wrong, why not provide a compelling use-case and discuss? Then if there is concensus that this is wrong, submit a bug report. Someone else might like and use this behaviour. I don't know.
