I'm not sure what you mean. promises.cf is in place, but cfengine will not read it unless cf-promises is in /var/cfengine/bin. The perzl RPM does not put it in that location, so it will only run in failsafe mode. Yes, you could put your entire policy in failsafe.cf, but I prefer to have it working the way it's supposed to.
