Neil, Duplicate list elements are not being skipped. Already-repaired promises are being skipped. Once CFEngine has "repaired" (by printing the message) the following promise: reports: "COMMIT"; It will not repair it again (i.e. print the message again) during the same run. That is why each line is printed just once.
