Make sure you have not set expireafter too short.

I've noticed the same behaviour on a CFEngine 3.2.0 when the package 
installation is taking too much time, the agent is killed by the next 
execution of the agent. I'm still tracking and debugging the issue, 
that's why I didn't make any bug report on this yet.
