Hi Aleksey, The new location of the PDF manual is at https://cfengine.com/manuals_sources/cf3-Reference.pdf. This is linked to from the manual page at https://cfengine.com/manuals/cf3-reference (see the PDF icon at the top right).
The old URL still has that old version - thanks for pointing it out!
