Subject: cfengine-community service doesn't stop services properly

When cfengine starts up, it looks in /etc/sysconfig/cfengine3 to determine 
which daemons to run.  If say, cf-serverd, is running and one modifies said 
configuration file to disable cf-serverd (manually or via cfengine bundle), 
stopping or restarting the cfengine3 service will not actually stop cf-serverd. 
 The init script uses the configuration file to determine which services to 
start/stop.  This appears to be a bug that I've noticed in cfengine-community 
3.2 and 3.3.
