Yup.  So, we kind of deal with giving developers root access on machines by 
requiring the machines to run Cfengine..  With Cfengine running, we can at 
least guarantee that most of what we need administrated is covered.  We run a 
report for machines not checking in, so if a developer kills the Cfengine 
process, we'll come back in after them and bring the machine back in to 
administration.  It forces them to submit documented request on config changes 
they need.

Anyways, the immutable files thing is annoying, but we worked around it.  I 
submitted a feature request here:
