As far as I understand CFEngine policy language and how bundles gets processed,
mentioned error message is correct.
I believe following code will be the correct right one.
...
"values1" slist => { "@(array[$(keys)])", "@(values)" },
policy => "ifdefined";
...
Can you please explain a bit more use case and your intention.
