Now the truth comes out ;). This is why we like to focus on why you need something rather than what you need. You have multiple files controled by multiple people. You want to keep it that way. I think the first thing you should do is define the circumstances when each files should be inserted appended to /etc/hosts. Also consider the question of when to append and when to empty /etc/hosts first. Always appending is not convergent.
