I'm running cfengine2.1.13 on Debian Sarge.

shellcommands:
        any::
                "/bin/echo fqhost=${fqhost}"

gives me

cfengine::/bin/echo fqhos: fqhost=host1

which is clearly wrong. the supposedly fully qualified name clearly isn't. But I can't see why.

hostname (1) returns
        host1
(perl's) gethostbyname (2) returns
        name: host1.syd.isheriff.com
        aliases: host1
        addrtype: 2
        length: 4

all looks fine.

What's up? It was broken for a while, then started working. I installed cfengine on a new machine, and now it's not working their OR on the old machines that were working previously. I haven't touched them at all. What exactly does cfengine do to try to set this variable?
