Hmm,
how about this, untarring into the policy host and do a copy with
purge-true. If the software is always installed in the same dir, then
this will overwrite any older files with the new version and delete
files that don't exits in the new version.
symlinking should be a simple thing.
It sounds like you just need a copy line and a symlink line.
