I'm using GNU Emacs 22.0.50.1 (i386-mingw-nt5.0.2195) of 2006-03-21 on YAMALOK, which I obtained as a binary. It's not yet released, though, but it works fine, except for GNUServ. Prior to upgrading, I was using version 21.3.50.
The binaries I use do not come with an installer. I simply copy files from the archive file onto my hard drive (or CD). AFAIK, this update contains nothing helpful for Windows users. So the version 21.3 BIN files at the FTP site are as up-to-date as you need.
