The newest download (Emacs-22-CvsP061214-EmacsW32-1.16.exe) corrected both the emacsclient errors and the image issues for me.

Part of the problem was that the readmes for some of the builds which weren't built with image support incorrectly said that they did have image support, so it was hard to pick out the right binaries.
