Really? very strange indeed. What does Emacs display if you type "C-h l" (that's a letter ell, not a digit one) after typing "C-q C-j" in the minibuffer? Also, do you have some input method enabled, and did you perhaps activate some Windows keyboard (with Shift-Alt)?
