I think I have solved the problem. It was caused by a mismatch in the value of the PATH environment variable -- different in the DOS box than what was seen by runemacs started by the mouse. I changed the value of Path by Start | Settings | Control Panel | System | Advanced | Environment Variables And now they all work.
