My caps-lock is not working in Emacs 23.1.1 for windows, but I am pretty sure that it was working yesterday. I have tried starting Emacs with '--no-init-file' to make sure that it was not an option that I was inadvertently changing. I even "re-installed" Emacs. (I just deleted the emacs directory and unzipped a fresh copy of it, since there is no actual installation)
I have checked the variable 'w32-enable-caps-lock', and it is set to 't'.
