I have a feeling that perhaps Emacs does not respond when it runs the init files and that makes Win7/64-bit guess that Emacs is dead. So this might not happen at all if your init files does not take enough time to run. In my case I am using desktop and I have an awful lot of files open (for my searching in org-mode, actually).
