R.M. Heiberger, 1. Have you considered adding this as a package that could be installed via the command M-x list-packages? This could be a temporary measure until the file has passed through GNU vetting and acceptance process (and then released with Emacs in some later version). For example, it ought to be possible to add it to the ‘melpa-stable’ archive relatively quickly: "melpa-stable" => "http://stable.melpa.org/packages/" 2.
