Hello Huy,

the current version of GLPK is 4.33.

The source is available from
ftp://ftp.gnu.org/gnu/glpk/glpk-4.33.tar.gz
ftp://ftp.gnu.org/gnu/glpk/glpk-4.33.tar.gz 

You may compile yourself with Visual C Express and the Windows SDK or you
can download the executables from 
http://winglpk.sourceforge.net http://winglpk.sourceforge.net
