Aleksandar, There is a .net wrapper for the GLPK C dlls written in C++/CLI and available here: http://yoyovicks.blog.free.fr/
It can be used with any .NET language: C#, VB.net (even if it is written in C++/CLI) The wrapper includes the GPLK dll statically linked, so to use it you just need to add a reference to the wrapper dll. You can look at the provided test code to see how to use it in C# (VB.NET is pretty much the same.)
