I have successfully installed and configured Gnats 4.0 and the system
works fine when I use Emacs to run 'send-pr'.  Now, I have installed
Gnatsweb 4.00 to replace 'send-pr' but experience the following problem
when I test its configuration:

$ telnet localhost 1529
Trying 127.0.0.1...
telnet: connect to address 127.0.0.1: Connection refused
telnet: Unable to connect to remote host: Connection refused

The following info is posted in the /var/log/httpd/error_log file:

I am looking for some ideas for tracking down this problem which appears
to be related to the USERNAME/PASSWORD/DATABASE setup.
