If you add Bar_number_engraver to the \StaffContext, you should
of course get bar numbers on all staffs. Have you tried to add
the engraver to the \GrandStaffContext (or whatever you use)
instead?

Yes I have certainly considered that option and haven't made
any final decision yet. As you could guess, the manuscript doesn't
contain any score, just individual parts.
