updates for the refman

Since "Han-Wen and Jan prefer to receive canned updates for the
refman" :)  and I know very little TeX but do know HTML, I'd prefer
for accuracy to 'can' the horizontal spacing systems notes into the
current HTML refman.

If this isn't any use to you, though, exactly which file in 1.1.14 is
the file I should be updating?  I'll take a look to see if I can
figure out how to submit updates to it without making you too much
work to correct my goofs ...
