Ya aplique el parche:
cd radius-1.3
patch -p0 < cvs-diff.log
el comando "configure" fue con las siguientes opciones:
./configure --with-included-argp
--enable-livingston-menus
--with-server-guile
--without-readline
--with-postgres
--with-include-path=/usr/include/pgsql
--with-lib-path=/usr/lib/pgsql
Todo ok.
Despues de ejecutar
el comando "make" todo esta ok,
el comando "make check" el resultado es:

## Test results. ##
## ------------- ##
All 30 tests were successful.
Todo esta ok.
NOTA: ya no fue necesario editar el Makefile y poner la variable CPPFLAGS
